It is possible that the valve is bad. Had that happen before. Switch it back and fourth and tap on the valve. I only run one tank at a time. Old school. When I run out I go turn the other one on. That way I know for sure I have a tank full left. If you have both tanks open. You could have a leak and both are now empty.
One more thing I just thought of while typing this. The tank connectors need to be super tight. If not they won't let gas through.

There should also be a switch or lever on the regulator. The one pictured below is pointing to the left tank. I'd try moving that switch, maybe it is inadvertently stuck in a bad position? Try moving it to the other tank and see if it helps.

Just a thought here, some if not all tanks have a high flow cut off in the event of a line rupture. If you open the tank valve too fast the high flow limit will engage not allowing the propane to flow. Try opening the tank valve slowly to see if that will help. I once had some tanks that caused me issues similar to you.
