We have had our 364BH since July 2018 and are full-timers. About 6 months into owning it we filled the freshwater tank. after that we noticed that the city water just kept diverting to the tank causing it to over flow. We had to keep running the tank to drain but even with the water going into the fresh water connection it was being sent to the Fresh water tank. Dealership shipped me a new pump and instructions on how to replace. Did this and it seemed to be fixed. Now Feb 2021 we had a week of below freezing temps here in Central Texas. At one point the park shut off the water for a few days. I never filled the freshwater tank. When they turned the water back on it seemed to go to the RV outside fitting but not come out of the faucet inside. After playing with the water hose I finally just turned on the pump and the water began to flow inside. Now it seems I have to leave the power pump switch on to make the water run inside at all.
Any ideas?

I think you may have a frozen or freeze damaged city water inlet.
Can you see the backside of the city water connection, and can you simply replace it? Is the area kept warm enough to prevent freezing? Perhaps you need to find a way to supply some heat to that area.
When freezing temperatures are predicted, fill your tank and disconnect the hose. Drain the hose and put it inside.
