I have a 2016 Spree 262 RKS with a gvw of 6800 lbs. which includes "fluids" - I think this means a fullly loaded on board water tank (which is 40 gallons on my trailer) ?? I don't know what other fluids it could refer to. water weighs about 8 lbs. a gallon which is a significant amount of weight to consider. I almost always tyravel without a full water tank so I assume that gives me another 320 lbs. of cargo capacity?

Need to see the exact wording, propane is liquid.

Your trailer is never to exceed 6800 lbs., it doesn't matter what cargo you add. You have a label stating the weights, but don't bet on it. The only way to know how much you can add is to have it weighed. Scales can be found at truck stops, feed mills, quarries and waste facilities.
I always travel with a full water tank and wouldn't want an RV that can't be used for its intended purpose.
