Hot water tank works great on gas but does seem to be working on electricity How can I tell if the element is burnt out and can it be replaced without replacing tank?

Check for voltage at the element, if you have it then the element is bad. Another method is to remove one wire and check for continuity with an ohmmeter. Elements are easy to replace and available at any hardware store for about $10, while there get the cheaper element socket to make the job even easier. In the future, make sure that you have a steady flow of water from a hot water faucet before turning on the water heater.
