Our water heater used to work just fine on electric power only. The water would be nice and hot (maybe a little too hot) but the last time I setup the RV the water heater only heats water to luke warm on electric only. If I switch to propane it works but would prefer to use electric since I am not paying for it separately.
Anyone run into this before and have any ideas? Both the electric switches on the water heater and the inside electric switch were turned on and I left them on for a good half hour and even let the water run for a while and it never got over luke warm.

Gary Make sure the switch on the water heater itself is on an not off ... I had the same problem an was showen on the water heater (in my case) a black switch on the heater, once on I had hat water ... Ops, didn't see you had said both were on Ugh Chuck

I have read that if the outside shower is not turned off it will just give warm water inside, make sure both valves are off. Hope it's that easy.

First make sure that shower faucets are off and winterizing valves are in the correct position. If you know that the electric heating element is good, then it may be the thermostat. Test the element and you should find only a small amount of resistance across the terminals. If you need one, they are available at hardware stores and home centers. If the power to the element is cutting off early it may be the thermostat. VideoSome water heaters could have a control board problem, without knowing your model, it would be best to refer to the factory manual.

As Lynnmor says check the winterizing values. I left one half open once and it did cause luke warm water.

It seems to have fixed itself. I did mess with the water valves the other day so it may be been the shower related issue. Thanks everyone
