How old is your heat element? After two seasons, mine was corroded down to almost nothing. I do check it at the beginning of each season.

If you ever turn on the electric with the water heater less than full, the element will burn out in seconds. If you can check the element for continuity, that will tell you if it burned out. The good news is that you can replace it easily. 120 volt elements between 1400 and 1500 watt are available at hardware stores and home centers. While there, get a cheap element socket to remove it. I say cheap because the heavy duty type may not fit in the available space.
