When I hook water up to the tank flusher it doesn't flow into the tank. It just has a lot of back pressure like it's stop up or something. How is this system suppose to work?

It should work just like you thought. There is a faulty check valve or a pinched hose. If you can find the vacuum break/check valve, remove it and inspect. I just removed mine and hooked it up direct because those vacuum breaks expel water

That would be the last step. The vacuum break is usually installed inside a cabinet near where the water inlet comes thru the wall. Once you find it, remove it and blow thru the hose going to the tank to see if it is clear. I really wouldn't call a hose going to a tank a "system." There may be a check valve in the water inlet, where you attach the hose, and it may be stuck as well.

If it's a new trailer, the backflow preventer could have been installed backwards.

If the back flow device is installed properly it should be about twelve inches higher than the rim of the toilet, all you need to do is find it. Mine is in a round access hole under the faucet for the shower. They are notorious for going bad for one reason or another. On my previous 5TH wheel it was located in the bathroom sink cabinet up behind the sink. One question, did it ever work?
