We Would like to add a bike rack to the spare tire, not the reese hitch kind but one that mounts through the spare. I can't find the load weight in any of my manuals. Does anyone have any advice, our bikes are not the lightweight kind, cruisers with the nice big old seat. Ha Ha

Most trailers have a bumper and frame too weak to add bike racks. The spare is more than enough. Unless your trailer is something special, I would advise you to find another way. I have a topper on my truck and haul the bikes in there using a home made rack that makes the best use of the available room.
You might consider folding bikes, I used to use Dahon 3 speed bikes that fold up real small and fit in a bag. I plan on selling them since the truck in-bed rack is working well for me.

I will second lynnmor's recommendation. I added bikes to a bumper with a spare tire and ended up twisting the bumper tube. Bumpers aren't made for the stresses that bouncing bikes are going to create.
Could you get a hitch attached to the frame and use that type of bike rack?

Your bike rack will probably rip off if you mount a bike rack to that bumper.

You could probably find a bike rack that mounts to the tongue frame.
